CI actions cancel themselves after organization transfer

We transferred the charm repository from UIUC-PPL (https://github.com/UIUC-PPL/charm) to charmplusplus (https://github.com/charmplusplus/charm). CI was working fine before, but now all the tests fail due to cancellation within a minute.

The debug log is not very enlightening, as the various tests don't all fail in the same place. Rather, it seems more like they fail at whatever point they happen to have reached when we get close to a minute of execution time elapsed. Our actual time constraints are generally set to closer to an hour or more.

The issue is similar to https://github.com/orgs/community/discussions/66297, but we do not see a "cancelled by server" message in association with these cancellations. Instead we see "Error: The operation was canceled." With no attribution. Also, they had no resolution other than the problem seeming to clear itself up after a few days.

Any guidance would be welcome.
